At the Japan CCUS Summit 2025, Mr. Alex Milward, Director of Carbon Capture Utilisation & Storage at the Department for Energy Security and Net Zero, delivered a virtual presentation titled “Key Insights from Global Leading CCUS Markets.”

Mr. Milward shared the UK’s approach to building a world-leading CCUS market, highlighting the role of industrial clusters such as the East Coast and HyNet in pioneering commercial-scale carbon capture deployment. He detailed the UK’s carbon budget framework, the allocation of efforts across technologies, and the design of economic mechanisms to address market failures, including subsidies, private-law contracts, and regulatory safeguards to encourage investment and manage risk.

He also emphasized the UK’s focus on international collaboration, particularly with Japan, to advance CO₂ transport and storage solutions and accelerate global progress toward net-zero emissions. Mr. Milward underscored the importance of community engagement, risk-sharing across the CCUS value chain, and lessons learned from the early-stage “market creation” phase, aiming to transition toward a self-sustaining CCUS industry with reduced government intervention.
